Räz Luwt Engruz (/vab/ /enˈgruz/ [simple] [virus]) is a subtropical Large City located in the Cåläruf Provence of the Hobben.
The name Räz Luwt Engruz is derived from the Sylvin language, as Räz Luwt Engruz was founded by Edlessel, who was culturaly Undermountain.
Climate
Räz Luwt Engruz has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a blistering 35°C (95°F) and its average temperature during the winter being a warm 26°C (78°F). Räz Luwt Engruz receives an average of 74 cm/y (29 in/y) of precipitation, most of which comes in the form of rain during the spring. Räz Luwt Engruz covers an area of nearly 136 km2 (54 mi2), and an average elevation of 12688 m (-1322 ft) above sea level.
Overview
Räz Luwt Engruz was founded durring the late 13th century in fall of the year 1157, by Edlessel. The establishment of Räz Luwt Engruz was somewhat plagued by a lack of willing colonists, leading to Edlessel electing to pay people to resettle in Räz Luwt Engruz.
Räz Luwt Engruz was built using the conventions of Undermountain durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Räz Luwt Engruz is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Räz Luwt Engruz is buildings are arranged arround a network of crampt paverstone streets which form a grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The city is defended by arcane means. It's hard to spot at first, but there's a tell tell shimmer in the air arround Räz Luwt Engruz, and you can spot the ocasional warding glyph carved into a rock or tree all arround town. These mystical defences are ancient, unknowable, and unassailable by current means... Assuming everything is in working order. Otherwise, the wards are little more than a deathtrap. Astonishigly, the Relic of the World That Was are in pristine condishion, as if they had just been finished before you laied eyes upon them.
Looking around Räz Luwt Engruz you immediately realise that the locals are looking back at you. All of them. Everywhere you look somone is staring back at you analytically, looking over every inch of you, your gear, and your companions. As you get close to people, their hands move closer to their belt knife, or dagger. You may want to watch where you go and what you say...
Civic Infrastructure
Räz Luwt Engruz possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.
Räz Luwt Engruz has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Räz Luwt Engruz has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Räz Luwt Engruz. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Räz Luwt Engruz's parks.
Räz Luwt Engruz has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Räz Luwt Engruz.
Räz Luwt Engruz has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.

Räz Luwt Engruz has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Räz Luwt Engruz possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. Räz Luwt Engruz's grid is powered by a god's will and kindness.
Räz Luwt Engruz's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Räz Luwt Engruz has a first rate hospital which caters to anyone in need of long term medical care.
Räz Luwt Engruz has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Räz Luwt Engruz has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Räz Luwt Engruz's natural decorations nor waterways.
Räz Luwt Engruz has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Räz Luwt Engruz has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Räz Luwt Engruz has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
There’s more than one leader in Räz Luwt Engruz, but at least some of them are at each other’s throats. It might be a conflict between formal leadership and informal authorities, or it could be a struggle among civil officials. Their interests might diverge sharply, or it could be a personal grudge that’s boiled over. Outside threats and internal problems are likely being ignored until the power struggle is resolved.
Räz Luwt Engruz's mayor's house was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.

History
In time immemorial, reportedly some time during the late 2nd century, Räz Luwt Engruz was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Räz Luwt Engruz lost 245 people, 314 livestock, and 74 buildings. The conflict ended after roughly 118, when members of Räz Luwt Engruz's militia enacted an operation to destroy or capture a particular enemy powerful weapon. The operation was complicated by an outbreak of plague which struck the ranks, killing many and laying low many more. The conflict ended with a last stand against the enemy until a particular event occurred, which ended in defeat for Räz Luwt Engruz's forces. The war is remembered in legend by Räz Luwt Engruz's bards, historians, and legend keepers.
